Just glanced through it. Seems to be very Fabian/Leninist,
with its disdain for “Ultra-lefts” who favour “Localism” rather
than the Centralised state.

Well Mr. Smullen and his shadow, or maybe the other way around- just like JP McCarthy seems to echo the thoughts of the shadow these days.
